Nearly everything the Coalition asks for is a state decision — what health plans must cover, what Medicaid pays for, whether Texas creates a Rare Disease Advisory Council. These are the people who make it.

Federal work matters for research funding, Medicaid rules and the CDC programs that track bleeding disorders. Texas has 38 members of the US House and two US senators, and the senators represent the whole state rather than a district.

The agencies matter as much as the ballot
This is the part most civics pages leave out, and for this community it is often the most important.
Whether a hemophilia medication stays on the Texas Medicaid preferred drug list is not decided by a legislator. It is decided at Texas Health and Human Services, through a board that meets quarterly in Austin in public, with very few people watching. The same is true of the rules that will decide who counts as “medically frail” when Medicaid work reporting starts.
Those meetings are open, and they are thinly attended. A handful of people showing up and speaking for three minutes has changed outcomes before — it did in April 2026, when hemophilia medications stayed preferred after this community testified.
